We provide support for the preparation and organizing of all kind of Detail Plans (or a Detail Land Use Plans), including organizing a fruitful co-operation with the local self-government. The successful planning process needs to be consciously planned. For it, there should be a strategy on how and when to involve public, how to handle public meetings, how to find the right wordings for building rules, how to mark building right on the maps and set environmental conditions, etc. Also, developers should be careful with what they promise to the local government, to the public, etc and what kind of contracts they sign. In Estonia, a detail plan is prepared for the basis of planned building activities in the short term and deciding the right of land use in the planning area. The objectives of the detail plan are to divide the areas into plots, determine the building rights, set the area that can be occupied by buildings, define the areas for traffic and vegetation as well as set the environmental conditions for implementation of the plan etc. As the detail plan gives the building rights of plot or plots, it affects directly the value of the land.

Our consultants have been involved in very different kinds of detail land use plans. We have experience in making detail plans for industrial enterprises, business parks, ports (also smaller marinas), breweries, schools, kindergartens, manors, recreation areas (golf courses, SPA-s), racing tracks, private and apartment housing areas, nature protected areas, etc. Our strength is that we fulfill and help the local municipality to fulfill all the legal requirements of the detail planning process. For that purpose, we provide (or help the local government to provide) our clients with the full planning documentation, which will help to protect them in case of possible lawsuits after the final adoption of the plan (we have the most experience in that area in Estonia).
If necessary, we can advise our clients on the Strategic Environmental Assessment (SEA) related topics. When the SEA is necessary during a detail planning process, it is defined within Estonia by the Law of Environmental Assessment and Environmental Control System. Based on the law, SEA and detail planning processes have to be simultaneous. If SEA is not needed, the decision not to start it needs to be motivated during the starting of the detail planning process. We have skills to prepare the expert opinions for avoiding the starting of the SEA process if it is not directly necessary by the law.
